Schier

Throughout Chapter 6 Schier is concerned about the courts acting as policymakers because there are no systems of democratic accountability in place to regulate judges. Although I find the current ideological and partisan nature of the courts troubling, I'm skeptical about his concerns because the courts don't have many systems for implementing and enforcing their decisions. Am I missing something or is Schier overestimating the power of the courts?
